Generally speaking  Instagram is designed to be only used on mobile devises although, there are ways to make Instagram and all of the features available on desktop (laptop and computer) rather than only through the app on mobile / smartphone and other handheld tablets of different operating systems.  There is an extension called Desktopify that is available for free on Chrome Web Store .
